I also cannot do much, i cant set a boat down in the water, what i type doesn't always appear in the chat window, and when it does, it takes several minutes to load.

Sounds like internet lag to me. as for the boat. some of the water is protected around the spawn area so make sure you place it at the end of the dock.
Have you recently tried to reset your router and modem? if not unplug them for 5-10min then plug them back in and wait about 1min. That might solve some of your connection problems.

I would invest into a new computer if all else fails.

that Exception means minecraft is down, either that or your firewall is bloking it

It's only when im on a server for a few minutes though.
